It is a good practice to connect the all the columns together.As per older version of IS 1893(You can check the new one)

As per IS 875 Part 5:1987(Reaffirmed 2013),clause 8.1,reduction in live load is permitted both while generating seismic mass as well as during combination.The code is still active

Refer clause 8.1 for SP 34,which says "Where bars in different horizontal rows have different diameter, the larger diameter bars shall be placed in the bottom row."
