Shear stress is a form of diagonal tension. When any element undergoes a two opposite forces, one diagonal experience tension and other diagonal goes under compressive stresses. As we know that concrete is week in tension we must enhance shear carrying capacity with the help of reinforcement. So shear capacity of any section decides upon the concrete area and amount of tensile reinforcement. I hope this is clear to you.
