Subject: [Econf] What lies ahead for structural engineers may be treachorous ground

*************************************************
SEFI e-Conference on draft code for "Seismic Evaluation &
Strengthening of Existing Buildings", August 09 to 21, 2004
*************************************************

Dear All,
While so much useful debate is happening on seismic safety of
buildings,I would like to share one experience with u guys:
We were called by a Consulting firm handling specialized kind of
factories for structural and plumbing consultancy for a project in
Punjab and a fee was negotiated, settled and the work was started
immediately on topmost priority. We were shown a draft agreement and
before it could be signed by CMD, the work had crossed the tender
stageand reached the foundation and column drawings stage.(believe
me it
happens on routine good faith and the Client owns an impressive office
in South of Delhi and claims to be experts in their own field)
Howver, while we were almost thru with designs and racing towards
completion of all drawings, we got some feelers that things were not
quite right , since neither the final agreement nor our first payment
came and the client suddenly became unreachable(no ph, mob ph etc were
given to the concerned person..)
I finally went to meet him unannounced one day, and was told that
sinceour sections and steel were found to be too high, they have
got it
redone from another structural consultants(and mind u no EQ
business, he
hadn't heard of any EQ analysis and didn't think it was necessary!.
After this shocking revelation, what followed was a nightmare with he
trying to sermonize me as to how we shouldn't take what is written in
the code books seriously and that we should learn the smart ways
how to
hoodwink the code and there I was trying to explain why carrying
out EQ
analysis and design on a zone-IV bldg with 1 t/sq.m. LL on every floor
was os critical significance and morally a binding duty of every
structural engr. However, he had already pronounced us guilty and what
we finally achieved was nothing but disillusionment and about 20%
of the
promised fees.
I tried to find out which str engr had complied with their
instructionsand had actually operated on my drgs and removed the
extra bars !! but
in vain.
What is one supposed to infer from such incidents ..i am quite shaken,
since what weve done is nothing short of a model work, trying to
impressthem so that we could continue getting repeat jobs and went
a bit too
far in our anxiety to impress..we gave away all soft copiesw/o
getting a
single penny.
I've written this for every one to realize such things happen and
may be
u guys can take a cue and be more careful while delivering and ask for
advances
Sangeeta Wij
