Virender,this notatation roughly means :-

4 - 400N/mm2 ( minimum tensile strength )
6 - 0.6 of 400 = 240N/mm2 ( min yield stress )

This notation applies to all the other bolts, e.g. :-
Grade 8.8, 10.9, or 12.9 e.t.c.

Dear Virender,

The integer part multiplied by 100 gives fu of bolt in N/mm2 and fy is given
by decimal part multiplied by fu. So grade 4.6 bolt has fu = 400 N/mm2 and
fy = 0.6*400 = 240 N/mm2

Dear Goel,
In class 4.6 bolts, the first number is one tenth of the minimum UTS in
Kg/sq. mm, while the product of the numbers gives the minumum yield
stress in Kg/ Sq. mm. In this case UTS = 40 Kg/sq.mm and yield stress is
24 Kg/sq.mm.
