Horizontal shear is actually complementary to vertical shear and is related to vertical shear V at a section by the shear flow equation
qx = VQ/I, where Q is the first moment of area supported by the shear connection ( say area of the plate above upto its free top ) about the centroid of the section and I is moment of inertia of the section. qx is in force/unit length and can be converted into horizontal shear stress by dividing by t the perpendicular thickness available for the shear connection.
