Misuse of Energy of Technocrats in India.

In Mumbai and few other cities, I observe many times, that government
officials catch hold the technocrats and ask them do some repairs.
Immediately after some time they change their plan and ask to once again
repair the item, but with different method.

For example -

In Mumbai - Road connecting Sakinaka to Powai (in front of L&T) - repair
and plantation was done at the centerline of road in Yr. 2003. Fortunately
the proper repairs were done. Now once again entire stretch of about 3km is
broken and RCC is road is under construction. For this all the planters are
demolished by the contractor.

Such unplanned constructions cause wastage of manpower and money as well.
( Shanghai is very far away . . . !! )

There is a proverb in Punjab Public Works Department I listen first time in 1986 when I joined this department " Sarkan Kachian te Naukrian Pakkian, Sarkan Pakian fir Naukrian Kachian" (If Roads are temporary jobs are permanent if roads are permanent jobs would tern temporary). This is the approach of the department, most of jobs are filled by Ravi Sidhu type persons, inleiu of huge amount, reservations quota. the persons in government department by and large works for the local political persons, the whole system is hopeless. ( Har shakh par Ullu Baitha Hai, anjame gulsitan kya hoga ?)
