Provided aggregates are water worn spherical in shape. So please go through this article you can check w/c ratio just for your satisfection. may it not have any legal validity but at least one should know the cause. cement needs a definite amount of water for hydration. If free water is available even after that you can have rough idea that w/c ratio is more than required. Daljit
