Although there is no alternative to structural engineering; our nation is planning to spend on satellite. This will add one more point to add us in league of nations believing in 'spending' to fit in the definition of development. There is nothing wrong in this and benefits are unique.
Enacting engineers bill and strengthening the building approval authorities, might just be a way cheaper and safer option (but not an absolute alternative); without relying on last minute (costly) warnings. Before the basic safety procedures are in place, what is basis of planning a 'smart' alternative?
Just in case, if your property is not designed for earthquake or not strengthened as per latest codes - make sure to get your communication systems and attention span good enough to receive the 'earthquake warning system':

Generally the warning reaches by the help of telecom service providers on your mobile, if you are in range (or may be GPS enabled which does not reply on service provider . .like maps, g.maps). |
