Diploma in engineering does not amount to a qualified engineer status, but Ordinary supervisor-I am sure that it is known to you well-You just commented!

Management Engineer
Explanations
Promoter-
Personor body responsible for project in all respects
Buyers-
Ultimate end user for deliveries & to whom Promoter serves formally
Project Charter-
Document approved by Promoter & all stake holders, giving complete description of projects, stake holders, plans, schedule, cost, all project engineering characteristics, all relevant risks & their solutions, & all other factors directly or indirectly impacting project
Engineer-
Independent professional employed by Promoter on whatever type of remunerations
Engineer further recommends/ appoints all specialist structural designers & others for project, which appointment can be made through Promoter’s & designer’scontract
Resident Engineer-
Professional employed by Engineer to work for total supervision on project, but on complete risk of engineer & promoter
Design Structural Engineer Site-
Engineer employed engineer to work on specific discipline for site issues & site supervisions with dedicative approach
All other discipline engineer Site
These various discipline engineers are employed for direct detailed supervision of works
Contractor
A party appointed by Promoter to prosecute construction of project from commencement to completion Conttractoris responsible for all constructions on site keeping control of all site management control parameters, such as cost, time & quality.
Contractor requires to deliver project per contract conditions, existing by & between Promoter& Contractor in line to FIDIC or NEC as suitable
Site Agent/Engineer-
Professional employed by contractor & approved by Engineer to work to carry out construction contract & to report to Resident Engineer & Engineer
Resident engineer job is to supervise all activities, conducted by contractor on site
Resident Engineer requires to issue Site Instruction
Engineer requires to issue Engineer’s Instructions, where cost constitutes variations
Without resident engineer approval, no payment can be made to contractor
Resident Engineer’s approval is not final, but Engineer can change it
Contractor submits to Resident Engineer all materials & drawings for purpose of approvalby Engineer
Engineer involves structural engineer & other specialist engineer for approval purpose
Notes
If structural engineer, who designed does not take supervision on site responsibilities, it must be made clear on structural drawings , by affixing a disclaimer to that extent or, else, structural engineer shall be considered responsible for supervision also
If per contract, Engineer authorizes Structural engineer to use its seal on designs, structural engineer assumes role of Engineer for purpose of structures & becomes responsible for all structures, in all respects
Engineercan use its own seal, if he himself is structural engineer
In case of mishap, Engineer is responsible in alliance with Promoter & allother responsible persons, such as structural engineer, Resident Engineer & site agent
Immediate actions shall be resorted to by police against all, when fatalities/casualties occur
Later,responsibility shall be fixed by investigating committee
Engineersshould be very selective for responsibilities, while dealing with whomsoever or shall land in legal problems & suffer for years
Do not accept any job without a written professional contract
Ensure that no condition works against your interest

State of Maharastra government published its state RERA
Refer to Section 3 within this state Act
It has stated that Project Engineer & Project Architect to submit cost release issues formats / certificates
This is not acceptable for these professionals are hired by Promoter & therefore partisans
There should be an independent Engineer for this purpose, who got no project relations with promote
Respecting CA, it has been mentioned that it shall be other than statutory auditor

Various States RERA as notified
Definition of Engineer not included within States RERA notifications
Real Estate (Regulation and Development)Act, 2016 is an Act of Parliament of India which seeks to protecthome-buyers as well as, help boost investments in real estate industry.
Bill was passed by Rajya Sabha on 10 March2016 and by Lok Sabha on 15 March 2016. Act came into force from 1 May2016 with 59 of 92 sections notified.
Remaining provisions will come into force from 1 May2017.
Central and state governments are liable to notify Rulesunder Act within a statutory period of six months

All disciplines, normally arecalculated, depending on values of quantities
This worksheet is supportive pagefor gross data that can be obtained from separate details on other sheets
All components quantification requires to be done in details

All these unit rates worked out should be used to multiply quantities obtained in each case

Definition of Structural Engineering
There exists a degree of confusion among civil & structural engineers about definition of structural engineer job description scope
They expect not to do site related structural activities
But, definition includes site activities
If they do not do site works, they shall be called Design Engineers & not Structural Engineers
Overview
In 1908, Concrete Institute was founded as representative body for professions related to concrete; a relatively new material around that time. Institute was greatly received and quickly became an important voice across spectrum of construction industry, with its membership consisting of architects, engineers, chemists, manufacturers and surveyors.
In 1912, scope of Institute was widened to embrace all areas of structural engineering, particularly steel frames. "Structural engineering" was defined as "that branch of engineering, which deals with scientific design, construction and erection of structures of all kinds of material".This broader focus prompted change in name, which still remains; Institution of Structural Engineers.
