Column vertical bar splicing

Hi,
Indian code insist only 50% splicing of vertical bars at one place for columns wherever US code allows full splice just above floor level. Can it be unified.

ACI 318-2014 required the column bars to be lapped with middle half of the column which are part of SMRF as per clause 18.7.4.3. Lapping just above floor is not allowed.

However, depending upon stress in tension bars and splice type (clause 10.7.5.2.2), all column bars can be lapped at a section by provided more lap length (@1.3*ld) as per clause 25.2.2.1

IS:13920-2016 does not allow lapping of column bars within 2d on each end of column with 50% bars lapped at a section with 300 mm clear distance between them. You will hardly find a column which will satisfy this requirement. Use of mechanical spice will be compulsory. Scope of alternate floor lapping will also be limited.  

Though clause 5.7.2.3 of IS:16700-2017 allows lap splice for 12 mm dia bars, due to requirement of IS:13920-2016, lap splice will not be even possible for 12 mm dia bars for normal height of floor and normal column size.
