Dear sir,

      To my opinion, no alterations are recommended for such an old loading structure. Presently entire India is with minimum Earth quake zone of Zone II and the buildings which were constructed long back are may not be designed for Earth quake forces hence any additional floor may cause substantial loss to entire structure.

How can we know weather a retaining wall is tilled or shifted???

Old buildings can be modified, altered etc. etc. BUT it is a risky bid. Get some experienced structural engineer who can visit the site and is ready to take full responsibility of the structure.
