It is strange that the authorities donot bother to see how the builders start excavation just adjoint of the existing structure which is being used without any precaution. It is very important to see the effects of the new constructions which can pose threats to the existing structure. How the owner started the work of excavation of basement without precaution and allowed the building to collapse. Why the experienced engineers are not consulted prior to start of work

Collapse of existing building due to foundation soil giving way, as result of basement excavation of adjoining structure,, is very tragic and Civil engineers /structural engineer s are highly concerned, whenever such incidents of failure happens.
Precautions during basement excavation must be taken,, and staggered excavation be done - ie some footing and it's Rcc ret. wall be excavated snd cast leaving adjacent patches unexcavated. Even excavated patches be applied with cement flashing on cut soil face , just feel but construction experts can give better advice.
Such incidents need to be avoided by proper planning of construction and laxity on this count is unacceptable.

very sad thing happened....
Here in Ahmedabad we use diaphragm wall for the adjacent building to be safe before excavation for new building construction.
Sharing a PDF file for that to understand the usage of diaphragm wall.
