Dear Sir
My observation
Backfilling is done when the column/pedestal hardened, hence less chance of concrete getting mix with soil, where as 75 mm cover is provided as the fresh concrete is in direct contact with soil and while pouring concrete get mix with soil. To avoid this 75 mm provided so that say first layer of 15 to 20 mm is direct contact with soil and remaining 50 mm free from such contact.
There can be many more reason beside this
