Hello
There are significant moments for foundations (if considered fixed)
in Eq. condition; due to lateral loads. Mostly this condition governs the
design of foundation due to more moment and less axial load.
Chances of the foundation; loosing the contact are there in these
cases only.

If the column-foundation joint is considered to be pinned;
chances are the DL+LL condition may govern the design.

IS:1893 prescribes reduction of live loads during Eq. condition. For
example, no LL is to be considered on the roof. On floors, reduced LL
depending on the classs of LL is prescribed. This is based on the
assumption that max. LL and Eq. condition will not act together at the same
time. In view of this, I don't think the reductions prescribed in IS:875
will govern design, insofar as design for Eq. condition is concerned.
