Dear All,
This is an urgent 'distress call' by the President, Indian Association of Structural Engineers for an OPEN HOUSE meeting on 17th March 2015 to actively participate and share your views on the future of our profession.
The immediate provocation for this distress call is the Model Building Bye-Law drafted at the behest of MoUD, which is likely to be adopted for the entire country, once approved.
All SEFIans are requested to not only participate actively and give your input, but also spread this message to all your Civil Engineering friends so that they can also give their input.
Those who are unable to participate in the OPEN HOUSE, should share their opinion in SEFI.

A brief reading of the document indicates that it defines parameters for Planning, Design & Construction of Buildings and Complexes all falling in the domain of Civil Engineering. However, a reading of APPENDIX-E defines the competence of Civil Engineers in a very LIMITED way and also does not match with that given in National Building Code of India 2005, Part 2: Administration. IN SHORT CIVIL ENGINEERS CANNOT SUBMIT PLANS FOR BUILDING PERMIT nor indulge in planning which they have been doing for the last 100 years. In this scenario the construction Industry will become monopolistic and even unaffordable to prospective clients. Moreover the Council of Architecture taking the shield of the Architects Act has created an adverse situation for Engineering Companies providing Architectural Services.
This move will deal a major blow to the Civil Engineering profession and their future will be at stake.
In this context an Open House Meet is being organized in Delhi so as to discuss ways to safeguard the domain of Civil Engineers.
The following FOUR main issues are proposed to be discussed:
1. Engineers Bill;
2. Engineers should not be prevented from the Planning and Leadership Role in Projects;
3. Steps to ensure that the provisions of the National Building Code with regard to what the engineers can do it retained.
4. What does the Architects Act 1972 actually say on issues relevant to Engineers.
We request you to actively participate to and share your views on the future of our profession. Thereafter representation shall be sent to the concerned ministry.

Dear SEFI Engineers,
Role of a Licensed Civil/Structural Engineer and a Licensed Architect on a project are well understood by USA Building Codes (IBC 2012). There is hardly any debate on such issues in the minds of Licensed Engineers and Licensed Architects in USA. Is this new Code in India going to do some thing different then what is done in other Countries like USA? What happens to Liability issues and there by Public Safety issues?

Emerging Issues in Structural Engineering:
Structural engineers have a uniquely significant responsibility for protecting the public relative to the other design disciplines. Architectural, mechanical, and electrical system failures usually result in unattractiveness, poor functionality, discomfort and/or inconvenience. A structural system failure almost always has more serious consequences, even in the best cases, there are often substantial costs associated with correcting what is or could become a life-threatening situation. As a result, professional liability insurance rates for structural engineers have been increasing, leading to the creation of the Risk Management Program (RMP). In addition, efforts are underway to establish board certification at the national level and expand separate licensure at the state level to "raise the bar" of qualifications to practice structural engineering.

Dear Sefians, it is a shocking development for Civil and Structural Engineers.
In my opinion there are many questions which are needed to be answered:
01. What is the quality and general safety standards of Buildings and Structures in India. Who has the professional liability on the same The Architect or the Structural Engineer.
02. If structural engineer is the Professional for safety and strength aspects of the building ,how an Architect can have the proprietory Authority over the Entire Project and why the fee structure is also highly discrimanatory to Structural Engineers.
03. . Just a person having the Degree in Architecture should not be allowed to be an Authority over the Entire Project , who has no direct knowledge on Engineering Aspects of the Project and this is where the constructions in India are highly vulnerable from safety aspect.
04..Rather Govt./Policy makers of the country need to think a Civil Engineer/Structural Engineer having Architectural Qualification is a more appropriate professional for the same.
Just to restrict the entry of Civil Engineers in to the field of Architecture , the COA intentionally does not recognise the Degrees of Architecture even accepted by AICTE and Govt.of India.
For example The Institute of Civil Engineers has a 4-Semester course in Architecture with stress and equitable weightage on Architectura Papers.But COA does not recognise the same.
This is high time we should move with sufficient Home works to policy makers for a justified solution to Professional Engineers.

I refer the issue raised by Mr V Pandya senior structural engineer that there should be professional guidelines along with scale of fees etc. for the Engineers, duly recommended and certified by bodies e.g Institution of Engineers (I) and endorsed by Govt of India. We should raise this long standing basic issue as is widely practiced in other countries.

IN SHORT CIVIL ENGINEERS CANNOT SUBMIT PLANS FOR BUILDING PERMIT nor indulge in planning which they have been doing for the last 100 years. In this scenario the construction Industry will become monopolistic and even unaffordable to prospective clients. Moreover the Council of Architecture taking the shield of the Architects Act has created an adverse situation for Engineering Companies providing Architectural Services.
This move will deal a major blow to the Civil Engineering profession and their future will be at stake.
In this context an Open House Meet is being organized in Delhi so as to discuss ways to safeguard the domain of Civil Engineers.
The following FOUR main issues are proposed to be discussed:
1. Engineers Bill;
2. Engineers should not be prevented from the Planning and Leadership Role in Projects;
3. Steps to ensure that the provisions of the National Building Code with regard to what the engineers can do it retained.
4. What does the Architects Act 1972 actually say on issues relevant to Engineers.
We request you to actively participate to and share your views on the future of our profession. Thereafter representation shall be sent to the concerned ministry.
Kindly spread this message to other Civil Engineers known to you, since we have E-mail ids of only our members. All are welcome to attend.
Date shall be 17th March 2015,10:30 hrs at NEW DELHI / NCR.
VENUE shall be intimated shortly or after collating an approximate number for participation.

Dear Sefians,
The distress call given by Prof. Mahesh Tandon will have a long term effect on the practising civil and structural engineers in the country. Many in the country, including the ministry of urban development, are ignorant people in not knowing about the role of structural engineers in the project development. We have become the unsung heroes among many professionals.
My suggestion to the present problem is that we should give a deadline date to the ministry for effecting the Engineer's bill which is pending for a long time, and honouring the role of structural engineers in any project. If the deadline is not met with, all practising structural consultants in the country should stop issuing design calculations and detail drawings for the project they are working, until the above conditions are accepted. Then, the ministry, the Architects. and the civil engineering industry as a whole will consider our demands seriously and do accept it in the end.
The above suggestion may look very harsh, but in reality it may work. Are we united on this matter?
