IT IS FOOLISH TO LIMIT THE PLANNING POWERS OF CIVIL ENGINEERS,IN FACT CIVIL ENGINEERS CAN MAKE BUILDING PLANS MORE REALISTIC AND KEEPING ALL ASPECTS OF BUILDINGS IN MIND,WHEREAS ARCHITECTS DO NOT HAVE INDEPTH KNOWLEDGE IN THE INTRICACIES OF THE BUILDINGS.IT IS ALSO APT TO ADD HERE CIVIL ENGINEERS LOOK FORWARD WHILE PLANNING THE BUILDINGS.HENCE WHOEVER TRYING TO LIMIT THE POWERS OF CIVIL ENGINEERS WILL NOT THE TOLERABLE.....REGARDS WARADE NAMDEV CIVIL ENGINEER

Dear Swaminathan,
I am structural student learning designing past 10 years. My observations regarding the structural designing field as a whole is that it is a part on unorganized sector with its huge impact on growth story of the nation but sad part of story is that this profession as a whole has very less respect & dignity in society we live. From thousands of Engineers GOD select few 30-60 students to help and build the world , out of those very few are blessed by Lord to be named STRUCTURAL ENGINEERS. Those who shape the world to live life with safety and happiness.
Each time there is a structural mishap all fingers with fist are towards structural engineer, All structural failures in previous EQ e.g. San Francisco , Peru, Japan,Italy,China, Iran, Russia, Haiti, buildings/ structures were designed by competent Designers with careful misinterpretations of CODES/GUIDELINES issued for designing for reasons best known to them. These structures might have been checked or verified at any time by someone before or after completing . But most of them felled down or were severely damaged causing loss of human life and billions of dollar .
Finer point of real discussion will be beneficially if all the aspects that led to Chennai type accident to not happen in future are pointed out , The whole scenario should be evaluated not just making a PE OR SE exam compulsory for showing competence lvl to design a structure but all other variables which effect the system as a whole should be checked.
Points -
1. CODES/ GUIDELINES-
EQ codes/ guidelines others than BIS should be prepared and should have a legal document standing as IS:1893:2002. There should be design guidelines for TALL & SPECIAL structures. The most imp thing is guidelines /codes which are written in such a manner that there interpretation can be different just to escape insurance claim policy in case of EQ calamity . This insurance claim have made most structure vulnerable because the codes lack the clear guidelines for designing or are not updating the codes on 3-5 years on regular basis. EQ when it comes will not check the building first with which code IS:1893:1993 OR IS:1893:2002 the building is designed. We cannot design structures with high irregularities in ZONE 4-5 with present codes as they lack many clauses that need to be checked before such structures are to be constructed . There is a urgent need of updating the codes / guidelines which should be checked & verified by NDMA (national disaster managment agency) also.
2.Education of common public-
Educating the common person about EQ will cause awareness drive, which will make a common person more informative about the House or structure he is working /residing is safe or not. In name of Seismic resistant high rise buildings many peoples are selling flying coffins. Awareness among people will make builders/ authorities/ agencies more responsible and Good designing which the need of the day will come out.
3. Legal status of P.E./S.E -
As per your guidelines.
4. Geotech +structural+services -
Better interaction between Geotech +structural+services engineers should be promoted to arrive at good performance lvl buildings.
5. Construction practices -
There is a very high demand of good construction Engineers to execute the projects in INDIA. Construction practice which give shape to design should be upgraded by constant upgrading of knowledge and training.
6.Fee -
The fee structure of recognized legal structural consultants should have a min bench mark to keep pace with hiring trained manpower, new technology/ knowledge to upgrade.
7. Distance leaning/ certifications-
All trained manpower should be promoted only when they have passed some distance learning prog or certification prog designed by INDIAN ENGINEERS ASSOCIATION regarding Designing/ construction/ Documentation/Project planning so that Quality which is the most imp demand of present time could be met.
8.Seminars/ workshop
Regular Seminars / workshops on Designing/ construction practices/ project planning should be conducted which should be made compulsory to be attended by individual twice a years so that change in technology could be felt at lower levels also.
9. Proof checking Responsibilities-
Now a days whole responsibility of structure is depended on E.O.R. But many proof consultants / value engineers are hired to have a STRUCTURAL WRESTLING by client than government agencies . Only responsibility and structural safety certificate is given by E.O.R. But this practice should be changed all those involved whether Proof, value consultants as well as Government collages Professors should also be made responsible for any structural mishap.
GAP - there is gap between academic and practical designing in INDIA. That void has to be closed by promoting people from academic field into practical designing and vice verse so that at the end it is a win win situation.
10 . Structural consultancy -
Structural Designing is not a business it is a service of mankind for which money is paid. But now a days it has converted into a Family run business which is hampering the growth of knowledgeable structural engineers . The present state of INDIA is that the FIRST CASE- one of the BEST STRUCTURAL ENGINEER i know is selling CD , SECOND CASE- those who have less knowledge than first case are in government or semi govt agencies . THIRD CASE- only those clear understanding of monetary benefits are designing most of the projects. It is not the case that all structural consultants are below standard there are some very good structural consultants doing excellent job but reality is that most of the work is done by consultants not enough competent to design. Structural consultancies should also be given certification to operate based on competency level of people are hired on its board. This will boost the morale of good & deserving candidates who many times become victim of incompetent public in private sectors.
11. EDUCATION-
All buildings should be duely signed by a EARTHQUAKE/ SEISMIC Design Certified Engineer. This should be made compulsory as it have many benefits of a specialized domain personal knowledge which will get implemented in structure after his comments/ observations/ recommendations . this will benefit the building performance at large . In INDIA Diploma engineers do modelling and M.tech Engineers do detailing. Each structural modelling which is tool not the final assessment on structural performance of building and which depends upon the knowledge capability of an individual should be at least prepared by people who have done MASTERS DEGREE in structure/ seismic design only.
12.Technology-
Now INDIA is looking towards its engineering people with lots of hope as major reforms in sectors of infrastructures, smart cities, real estates have been initiated . We should also give due focus to technological advancement for Better project , Time delivery for success of project.
Once we look back in history when there was no Europe , U.S.A. then also structures created by our fore fathers then are still standing tall with pride and honor till this date. We have lost the RESPECT of WISDOM & KNOWLEDGE therefore we have look at east or west. The most funny part of story is then also when we look east & west we find many INDIAN ENGINEERS part of guidelines writing which we follow as BIBLE. But they are not respected on there own soil this is sad part of the whole story.
My last Request before i close my points is that there should be a seminar once in a year in which all those OUTSTANDING ENGINEERS who have worked whole there life in this field with ethics and contribution to engineering , should be facilitated in a GRAND MANNER.
These points are my individual observations .

At the meeting we should compile some cases where Architects have themselves issued wrong structural drawings/design and cases where they are overlooking construction. I am sure many of us have come up against such practices so lets bring that in notice too.

Since it may be difficult for members from Chattisgarh area, so pl send the draft copy bill so that we can discuss the matter with practicing engineers rendering services in Chhattisgarh. In Raipur we have association for practicing engineers with around 250 members strength.
