Dear Er Alok,
We got the details of the program from ACCE(I). As I am not able to attend, you can tell our views.
1. In any big project several entities will be involved: Project manager or Architect, Structural Engineer, contractor, Soil expert, Elect. Engineer, Mech. Engineer, A/C expert, etc. The architect is involved only in the planning and billing whereas Structural Engineer (SE) only gives strength, stability and stiffness to the building. Hence SE should be given more importance and his fees should be on par with the Architect.
2. The fees paid for the services of SE is so small it is enough only to pay for rent, salary, and other office expenses. With this fees they can not watch all the time what is going on in the site.
3. The Builder should also be made responsible, as he gets the maximum profit. Also he/she should be responsible for the quality of construction.
4. In case of any accident, the structural engineer should not be put behind bars immediately, without investigating.
5. the architect should not venture into structural design, as he/she might not have studied about it in the curriculum, thus resulting in sub-standard design/construction.
6. As you must be aware, special inspection requirements are constantly gaining importance in the US. Structural engineering companies (and even developers) exclusively hire certified inspectors, which helps maintaining high construction standards at the site.
In India, most inspection work is done by Diploma engineers, who may not have adequate training and knowledge for crucial tasks. For example, not many at site would know how to accurately monitor pre-stressing of tendons. This will also help the (non-technical) policy makers realize that a failure may not be completely the engineers fault, and more importantly, it could have been avoided if professionally qualified inspectors were brought on job.
warm regards
Subramanian
P.S. I thank Er Aakash Badjatya for the 6th point regarding certified inspectors.

Dear all
Apart from the important issues to be discussed in the open forum , i wish that the following may also be discussed at the meet
The structural engineers especially the starters are treated shabbily by Architects, particularly on payment side. There should be uniform fees for structural consultancy with a structured payment schedule.
Like the BAI chapter on each district there should be a body for structural engineers association on each district. Minimum qualification of ME - structures with a practical experience of 5 years should be prescribed for the practice of structural consultancy.
Most of the architects without realising the importance of structural Engineering are having scant regard for structural engineers. Hence i wish that the same be discussed at the open meet.
