Dear Colleagues & Friends,

In fact what caused national failure with regard to routine design of earthquake resistant building (ERB) in spite of past 12(twelve) major devastating earthquakes plunging the nation as a whole into total high seismic non -safety range.We read history but we do not learn any thing from history,so history repeats it self and so is now the grim situation.

This is a very deep institutional failure of different government agencies.What caused each of them to ignore earthquake threat is a great mystery.This deserves the attention of 'Believe It or Not'.

FINANCIAL BLOCKADE

I propose to activate the attention of LOAN giving agencies to BLOCK LOAN to construct residential & commercial buildings by informing them one basic and fundamental thing which is how they are going to REALISE the loans provided to the applicants if the buildings are damaged during a MAJOR EARTHQUAKE about which seismic experts are predicting with reasonable accuracy? For loan giving agencies this is a MAJOR & PRIME ISSUE. Is not it?

So WHAT TO DO IS THIS all THE BUILDING LOAN GIVING AGENCIES should be MOTIVATED to ask an APPLICANT that he has to JUSTIFY that the proposed building is an EARTHQUAKE  RESISTANT BUILDING by submitiing SEISMIC ANALYSIS REPORT - SPECTRUM METHOD along with PERFORMANCE ANALYSIS to evaluate the building behaviour during an earthquake of applied intesity,depending on the zone, say VIII or IX (MMIS) to find out the location of plastic hinge initiation and to find out sequential hinge formation up to collapse.This will be done through detailed 3 ( three )dimensional computer modeling with reiforcement and joint detailing in the model with push over analysis.

This proposal is like who will bell the cat ( rat story ) and only way to go for ROUTINE desgn of EARTHQUAKE RESISTANT BUILDING.

Probably this is the ONLY way to CONTROL our FATE.
