We driven split spoon sampler only 45cm (15cm each) in STP test when collecting a sample, why not more or less than this depth? |

Because, it is a world-wide accepted standard, to maintain uniformity in the procedure adopted anywhere in the world. Likewise, the weight of the hammer and the height of its fall are also standardised. You will know that there are several correlations for soil properties with the N value obtained by the SPT. The N value is the number of blows required for penetrating the sampler through 30cm, after the seating of drive of 15cm. If we use the penetration distance at our will, the correlations will go meaningless. Please be informed that the purpose of SPT is not collecting samples alone !
