The strength of soil in case bearing depends on two things that is ‘c’ and ‘Phi’ where c stands for cohesion that is applicable for cohesive soils i.e. clayey soils and second is Phi that is due to friction which is in sandy soils. The general soils are combination of both. In case of friction the soils are more reliable incase of earthquake etc some problems of liquefaction may arise other wise for bearing one can depend on results. Where as c cohesiveness strength generally depends on type of clay contents when water is added its particles being electrically charged are separated due to formation of a thin layer of water all around. It acts as lubricant and soil starts flowing like liquid. More the liquid limit more is water carrying capacity and more the chances to flow during submerged conditions. it is a broad concept. I am not good at chemistry and clay is complex material for me to study in detail. I just use this broad principal avoid clays if you can at least modify using lime etc.
