Greetings! Welcome to the fifth and penultimate day of the E-conference on "IS 16700- Criteria for Structural Safety of Tall Concrete Buildings". 


We will discuss today on Section 11 and the Annexures. 


Section 11- Building Monitoring Systems and Guidelines 


For the first time in India we have a section in the code that recommends building monitoring systems for monitoring and collecting data on building shaking during wind and earthquakes. The code thus suggests use of accelerometers and anemometers for recording deformations and oscillations/accelerations which will also give us important data on actual building fundamental periods. 
This section further has given important guidelines on how to monitor building vertical deformations by simple means of settlement markers and pressure pads for mats and strain gauges for piles. 


Annexures 


There are two technical Annexures. 
The Annexure A lays down guidelines for the approach to be adopted in the approval process for buildings which do not conform to this code. Such buildings are called “code-exceedingâ€� buildings. 
Annexure A also specifies step by step procedure of how to define a code exceeding building, steps to create a review panel (ERP) by the local authority, composition of ERP, qualification of constituent members, Peer reviewer- scope and responsibilities of the entities etc. 


Annexure B discusses details of high strength concrete.

Dear All,

1. Annexure A talks about code exceeding buildings and procedure for its approval. Question is who is going to implement it and there is no administrative mechanism to follow the guide lines ? It is not clear whether state Govt will provide the directions to form the expert review panel or local corporations do it on their own? Every one knows how Govt. departments function. We have very good laws but we lack in implementation.

I feel Chairman of BIS should write to all State Governments / Urban Development Departments to form ERP for the respective states / corporation levels to implement the code guidelines. Otherwise it will remain on paper only.
 

1. Questions are asked by many whether codes are only for guidance or they are legally binding? My personal view is that code are for guidance only but when the code reference  is mentioned in the contract document / tender document it becomes legally binding for that contract.
