The code suggests monitoring of deformations; due to (i) Earth Quake,
(ii) Wind and (iii) Foundation Settlement & Pressure measurement.

This section needs to be elaborated, to my opinion. Guidelines to
ascertain whether the structure is "healthy", considering natural
straining happening to reinforced concrete due to age, such as creep.
Such assertion may be done at regular intervals by the expert panels.

Since tall buildings are shelters to large number of human beings and
continuous monitoring is a necessity, to my belief.
