Case I:A building consisting of Columns and Shear Wall has basement .
          Can i consider basement walls as shear wall in the structural model?
Case II: A building comprising of beam and column but has no shear wall. It has basement. Can i consider those basement walls as shear wall in structural model?

Basement walls are Rcc walls and can resist horizontal shear along their planes.

Though these walls are located at periphery , they resist horizontal shear in their plane in conjunction with Basement roof rcc slab which is capable to redistribute EQ forces.

It may be noted that in spirit of IS 1893 -
The height of Building be taken from top of basement ,  in case Rcc basement roof dlab is connected to basement walls ( which generally exists) .

Therefore it is very imperative that Basement walls in conjunction with  rcc slab ( to which these are connected) are very potent structural system and height of building be taken above basement,,

IS 1893 - Kindly refer pata 7.6.1 of the code and It clarifies.
