"Is it because, even in America the transition from ASD to LRFD took around
20 years."

There are two codes but the ASD has not been revised since 1989 whereas the
LRFD has been revised a couple of times.  The local codes (various states
adopt various codes - UBC, BOCA, SBCCI, IBC, NFPA etc) have provisions for
both ASD and LRFD.

The American engineers have resisted using LRFD for many years.  We are also
still using the foot/pound units instead of the SI units which have been
adopted in most of the countries.  It is due to the resistance and improper
enforcement.  The reason for this is "I have a good feel for ASD and I dont
want to change now" which is stated by most experienced grey-haired
engineers.  The problem is faced most often by young engineers graduating
from college since they are taught LRFD but end up using ASD. And it sure is
confusing to go back and forth between these two.  Imagine the plight of
engineers, who use different codes for different projects (sometimes working
simultaneously)

So in my opinion, I am glad to see the bold step to use the LRFD and the
elimination of ASD.

This is always one of the hot topics in other listservers and engineering
magazines.
