Water woes in trans-Gomti as bridge collapse breaks pipeline

Lack of departmental coordination and negligence took its toll on Hanuman
Setu over the Gomti on Sunday, as the bridge caved in partially and snapped
water pipelines running underneath it. According to reports, a part of the
bridge collapsed when construction workers were positioning pillars, to be
laid as part of the ambitious Gomti Beautification Plan. The Jal Nigam
pipeline caters to several trans-Gomti localities of the state capital. The
effect of the snap was thus immediately felt in areas like Daliganj,
Babuganj, New Hyderabad and others. But the blame game began immediately
after the bridge collapsed partially and the water pipelines broke. The
Department of Construction and Design Services, which is responsible for
work under the Gomti Beautification Plan, passed the onus on to the
"defunct" Jal Nigam pipeline. And the latter, in turn, blamed the
construction and design department for not giving "proper support" to the
pipeline before starting digging operation in the area. But the construction
and design department's director, V K Kathuria, refuted these charges.
"There is bound to be some disturbance when we dig in any area," Kathuria
said. "We are at present doing similar work in Nishantganj bridge too (where
nothing of the sort occurred), but the fact is the water pipeline here
(under Hanuman Setu) was already weak. "It was leaking at several places
and, thus, gave in with little pressure." He added, however, that
"everything is normal; work will resume within a few days." As per the
ambitious Gomti Beautification Plan, two gates are to be constructed on
either side of the bridge. The total project cost has been estimated at Rs 3
crore, and the deadline for completion has been set for March 5 next year.
Meanwhile, Jal Nigam general manager V U Vishnoi said: "We are working round
the clock to reconstruct the pipeline; all our workers are engaged in the
repair work. Since there is no support left for pipelines near this
particular area, we will have to shift the line from this stretch." About
the affected water supply, he said, "Some tubewells are functional in
various parts of trans-Gomti areas. We hope that they will be able to cater
to the load till supply is restored." Though officials assured that the
entire pipeline stretch will be reconstructed late by Sunday night, sources
said Jal Nigam is bound to take at least two or three days to get supply
back to normal.
