You meant to say whether 'C' and 'I' sections, which section perform better (for same sizes and same material of construction). Answer is very simple and is in the basics.
MoI (Moment of Inertia) of 'I' section is always greater than that of 'C' sections.
This is the property which gives strength to a section.
Remeber M/I = f/y = E/R.
This should help you.

If u comparing I Section and C section then naturaly I section will perform better because it has got symmetry in both directions. For earth quake symmetrical shapes are prefered.
