Dear All,
Greetings and a warm welcome to the third e-conference of SEFI!
For the benefit of new subscribers, we may inform you that the SEFI (Structural Engineers Forum of India) website came into existence on January 26 2003, the Republic day of India and the second anniversary of the Bhuj earthquake. This website was born as one measure to rededicate ourselves as a community to the cause of making a safer and stronger India. The website (www.sefindia.org) provides a very vibrant discussion group and excellent links to a whole range of structural engineering websites and informations centres worldwide
Ever since its inception on January 26, 2003, SEFI has been an extremely vibrant forum and perhaps the most democratic platforms in India today wherein the entire structural engineering community can exchange ideas freely and rigorously.We have had some very interesting discussions on SEFI till date. We have organsied two e-conferences in the past six months. The first e-conference was on ``Licensing Issues in Structural Engineering profession in the Indian context`` and the second on ``Techniques in Computer Modeling of Structures``. Both the conferences generated a wealth of ideas and information which we hope will help the stakeholders and the participants.
We are pleased now to begin the third e-conference on "Are Indian codes geared up for the new Century?" If one reviews the history of revision of Indian Standard (IS) codes, it appears that the structural engineering codes of our country are not updated often enough. To give some examples, the earthquake code IS 1893 was revised after 18 years in 2002. The Parts 2 to 4 of IS 1893-2202 have not yet been released. The IS 4326 another earthquake code related to the IS 1893 has still not been updated to correlate with the IS 1893-2002. Similarly the basic concrete code IS 456 was revised after more than two deacdes. We still do not have a published steel code for seismic detailing.
In addition, the Bureau of Indian Standards has not prepared an explanatory code or handbook for IS 13920 even ten years after its release. There are other issues such as a) Are the IS codes accessible in all parts of the country? Is it true that many important codes are not even available in metros and the position in smaller towns is worse? b) Composition of Code committees- Is there adequate representation from the practising community to ensure that the codes are implementable and practicable? c) Is the State of Practice in some spheres of the civil engineering industry far ahead of the codes rather than the other way around? Is it true that many times there are no codes available to ensure quality and conformance to minumum standards for certain newer methodologies or systems of analysis, design, testing or construction?
We are sure that there are many more issues you would like to discuss in the e-conference. Please do contribute with your valued opinion We are sure many issues will emerge each day as we continue to cogitate and communicate with each other regarding the ststus of the IS codes and their capability to take us into the new century.
