Dear SEFI Members:


A code should ideally be an unambiguous, simple to understand, easily available, affordable & executable document.


A code can be made simple by replacing complicated formulations with simple ones, may be at the cost of accuracy, so that it is easy for the target group to understand & implement. Careful drafting can ensure that there is no ambiguity. BIS can ensure that the codes are easily available at affordable rates.


In my opinion executability of the document is very important aspect of the code formulation. We have been having our own codes for building construction for quite some time but their full compliance is yet to be realised. I feel that compliance of code by the masses can not be realised by simply writing the code & making it available to the public. We need to associate them to learn from them about what they would like to do (local construction practices). Local construction practices should be modified to ensure compliance & accordingly codes should be written. A demonstration project should be taken up in each representative locality with the help of NGOs to educate the people.


In view of the above, I suggest that we should identify target groups who are expected to use the code before embarking upon code writing. Target groups could be public, professionals, policy makers or any other group. Associate them in code making & formulate rules in such a manner that will be acceptable to them.


I prsonally feel that composition of present code making bodies is heavily loaded in favour of Govt or redundant organisations which do not adequately represent the target groups. Also I feel that the process of code making is not fully democratic & there is scope for improvement.
