Unfortunately the document is hardly of any use for rapid screening.  As you
had mentioned FEMA provides some very good guidance for buildings in the US.

FEMA methodology is three tiered.  Tier 1 is visual screening followed by
limited testing and calculations.  Later a Tier 2 is conducted of the
deficient members and a major analysis and rehabilitation can be conducted
per Tier3.  Tier 1 and 2 as included in the pre-standard FEMA 310 includes
some good checklist which can be used to point out possible weak links in
the buildings.  This pre-standard has now been made into a ASCE standard for
the evaluation of existing buildings.
