Subject: [Nicee-list] On third anniversary of Bhuj earthquake
Greetings on this Republic Day. Today is also the third anniversary of
the tragic Bhuj earthquake of 2001, and it is therefore an occasion for
NICEE to rededicate itself to the cause of seismic safety.
To mark third anniversary of the earthquake, NICEE announces addition to
its web site a very important item: a number of articles and documents
on codes (related to earthquake, wind and fire) developed under a
project assigned to IIT Kanpur by the Gujarat State Disaster Management
Authority (GSDMA), Gandhinagar (Gujarat). This project has been
conceptualized realizing the importance of codes in ensuring safety of
built environment and the need to rationalize and explain the codes. The
project aims at reviewing the existing codes with a view to recommend
improvements therein, and to develop commentaries and explanatory
handbooks to help the professionals implement the codes. It is hoped
that this will be a watershed project in our country towards development
We are embarking on a unique experiment in the country: the DRAFT
documents will be placed on the NICEE web site so that the professionals
can review these and offer their suggestions while these are still being
developed. This will help improve the documents considering the inputs
from a wide cross section of professionals.
While we expect to receive useful suggestions and comments in this
process, a major outcome will be accountability and transparency in
matters related to the codes. There has been a concern that at times the
code formulation does not receive wide enough opinions and inputs. While
the GSDMA project is scheduled to close in October 2004, we hope that
the process of openness and sharing of draft documents thus put in place
will continue in the years ahead.
Needless to say, a certain environment of ethics is a must for such an
initiative to succeed, and hence, we request that no parts of these
documents be copied into other articles, reports or publications.
Every document will be numbered, for example, IITK-GSDMA-EQ01-V1.0. Here
V1.0 indicates that this is version 1.0. As and when this document is
revised, it will be replaced by version 2.0 and the document number will
indicate V2.0. When sending comments, kindly ensure that you quote the
document number in full. The comments may be sent to firstname.lastname@example.org
